Disability Rights Pennsylvania v. Chester County and Howard Holland

On September 7, 2023, Alexandra Hermann and DRP, with co-counsel Blank Rome, filed a lawsuit on behalf of Chester County prisoners in federal district court. The lawsuit was filed against the county and the acting warden of the prison and alleges that men and women with mental illness are confined in their cells under horrific conditions, through an unconstitutional and illegal process that takes no account of, and exacerbates, their mental illness. It alleges cruel and unusual punishment of, and discrimination against, prisoners with serious mental illness and seeks to end such treatment.
